99 cougar hesitating while accelerating

i have a 99 cougar and i've had many troubles with it. the most recent problem is that it hesitates while i'm just starting to accelerate. does anyone have any idea what it could be? not even mercury dealership knows what is going on with my car.

When was the last time spark plugs/wires were replaced for routine maintenance?

about 3 or 4 months ago.

Were they gapped accordingly?

I also have a '99 and had the same acceleration problem. There is a recall on the fuel pump which should address the hesitation.
