Brake light wig-wag

I know a lot of people want reverse light wig-wag but I have an 88 Camry with brake light wig wag. When I press on the brakes the brake lights blink on and off. Left right, left right etc. This is not desired to pass safety inspection in NJ. Anyone have any ideas on why they would this?

flashing lights are illegal in most if not all states on a personal, non-emergency vehicle. Flashing lights are reserved only for emergency vehicles.

I realize it's illegal as the car failed the required inspection. I am looking for someone to help me figure out why brakes would do this. It is not something I did intentionally. Hopefully this clears it up a little.

Did they just start doing that or always have? If they always have, while you've owned the car or may have, it is possible the previous owner modified the brake light circuit to cause this effect.
You can try replacing the brake light switch in front of the brake pedal arm. This is the obvious point to modify the brake light signal.
