1998 toyota steering problem

I have a 1998 toyota avalon and when I steer the tires all the way to the left it does not return back to center by itself. I have to steer it back. Does anybody know what might the the mechanical malfunction.

Bad power steering pump, power steering pump could have came loose and there isn't enough tension on belt, belt could need replaced, or your fluid might be low.
