steel wheel rust

My '91 civic has the original steel wheels, its pointless having alloys around here, they just get damaged so easily. The steel wheels however have noticably started to rust, is it ok to use something like Hammerite Kurust on these, then spray them silver? or do i have to use a primer first?
I have used Kurust on the rest of the rust spots of the car and seems to have worked well especially on all the metal on the rear bumper.

yeah its fine. couldnt hurt to primer it.

When I first bought mine, it had the steelies on it. I scraped off what rust I could with a good rough sand paper and then rubbed a good base of alcohol around the rim cause some people like to wax there rims. Then I just bought some good dupont silver metallic spray paint and put like maybe 3 coats on it being careful not to get any on the rubber. Then I finished it with a clear coat. Looks just like brand new and I got alot of compliments for them. Shoot, a guy at my local school (who drives a 5th gen hatch) asked to buy them off me and we ended up trading for his wheels which I have in my picture below.
