fuel pressure regulator question

a friend of mine told me this ok
u know the fuel pressure regulator it has a hose running from the top of it and that connects to a port on the intake manifold RITE?... well he said it makes the car run more powerfull if u dis connect the hose from the top of the fuel regulator and cap it off... something like that.. has anyone heard of doing this? let me know

dont listen to ur friend, he's a retard. if u take the vacuum hose off the regulator, u will always have full/max fuel pressure going into ur engine. U will get bad gas milage and run rich. leave it on.
when ur racing ur car, u will have ur throttle open all the way, WOT. this will give u the full/max fuel pressure. so theres no need to remove the regulator vacuum.

i wish i could tell without dyno tuning... wat were the best settings for a b16a motor.. for the fuel pressure regulator the cam gears and the distributor... if anyone has any ideas please tell me
