If you're really running an ecu from an hf then that's your problem right there. That is the worst possible ecu for you to use. I'm sure it's not giving you enough fuel. It's for an economy base model (bottom of the line) crx. Get a new ecu for sure.

yess, i was hoping that was the problem, but the thing is are there any ecu's that i could use that i could just plug my wires in that would work a lil better? Or do i gatta buy a kit or sumthin, cuz if not imma just go to a junkyard and get one from an integra, o ya and i dont know shit about all that obd stuff.

Honestly I don't know what would be a good ecu to use, I mean your motor is an obd0 dohc non-vtec motor; I can't think of any other motor that is similar. Maybe a sohc ecu would work fine I really don't know. Hopefully someone can help you decide; but personally I'd get the right ECU if I was you: https://passwordjdm.com/index.php?page=shop/flypage&product_id=128&category_id=ecu&ps_session=5f32094d0f54cd991cd3e20c1935849d
