Have you taken a digital multi-meter to them? Is it the injectors that are failing to complete the circuit or the connections. Pick up a Hayne's manual, they outline the diagnosis proceedure. Then you'll know if you need to replace injectors or the wiring harness.

The fierostore (www.fierostore.com) has injector rebuild kits. Its possible the injectors are clogged, but not being able to run injector cleaner through them means you'll have to replace o-rings and endcaps. no hard, its a 30 dollar kit, and you can easioly tackle the problem in about 2 hours. That's ONLY if the injectors are clogged though.

If you're not sending power to the injectors, its probably wiring, or the ECU. Start checking!

Fuel injectors should not have constant DC voltage EVER. They're run by lightning fast pulses of current. To test injectors you need a noid light, they are available at autozone, etc and usually cost less then $10. For 4 cylinders get a GM TBI noid light, for v6's get a bosch multiport noid light.
