Camry 98 check engine P0401

I got the check engine error P0401 that mean EGR low efficient flow detection. I did check all the vacumn hoses and they were ok. When the car is idle I applied a vacumn tester on the EGR valve the engine is dying right away. The diagram on the EGR valve seemed working normally. I need some help please. Thnaks a lot.

bytech... your EGR vacuum modulator is bad, just replace the modulator and reset the code. EGR vacuum modulator is the valve that connect to the EGR (next to EGR Valve) Only be able to find it at dealer, cost around $65-$85 depend where you live.

Just had it fixed on my 96 Camry. My problem was the VSV valve, I had to take it back twice to mechanic so he gave me part for cost, supposedly $84, but now that I know what it is you could probably do this yourself. Other causes can be EGR valve, I think closer to $200 or could be blocked EGR hose going into EGR valve. I have read where several Camry's have had the VSV valve go bad. Part #25860-74050
