94 roadmaster heater

I changed my water pump on a 1994 roadmaster wagon. Now the heat works but as soon as it gets to the temp I set, it starts blowing out the AC vents. It then keeps switching back and forth from top to bottom vent. It does not seen to get as hot as it should either when it comes out the bottom. Any ideas?
