96 buick century giving code p1361

hello can someone help me and my dad out, we are working on a 96 buick century with a 3.1 v6 OBDII for a friend, the ses light is on we took it to autozone and had it scanned as we are new to OBDII ok we are getting a code p1361 which is the ignition control modual (ICM) has a low voltage, took the ICM off had it tested 5 times and all 5 times it tested good, put back one the car had code cleared but still comes back what usally causes the ICM to go bad and what are the symptoms it gives when they are bad also sometimes when we put it in gear it stalls we checked for fire and fuel and it getting both when it stalls, and it sometimes idles up high then low then high after a few times of this its ok iv read something about hunting for the idle speed. we have also noticed that someone has beat on the MAF sensor enough to crack the plastic housing, is that a problem? i know that MAF sensors are sensitive because i have a 86 iroc with a TPI. we have also changed the PCM with a diffrent one that the friend got out of a junkyard it cranks but then it dies dont know it its the right PCM. The friend just had a alternator put on the car and looks like a new battery to, we have checked all the fuses inside the car and also the 2 fuses at the relays, we have checked all the vacuums they are good, could it be a bad EGR i have read that they gave alot of problems?!?!?!?!?!?!?!?!?!?
