Turn signals won't work at night

We have a 96 Grand Caravan that has had turn signal problems for a while. We've replaced the multi-switch and the turn signal switch (twice each), but the same symptoms apply.
Before about 5:00 pm, they will work pretty much all of the time. After then, they won't work at all. It doesn't seem to make a difference whether the lights are on, it's raining or sunny, light or dark, warm or cold.
Sometimes in the past, they could be sort of defibrillated by turning on the hazards while the signal switch was on, but not any more.
Any ideas, gurus?
