if i wanted to mod the engine of a small displacement N/A engine with::: a cat back exhaust, header, cold air intake and piggyback ECU chip... in what order should i put them in? the chip would go last right?

Which ever order is convenient for you, but it probably won't really matter, however it may be easiest if you installed the ECU last since then you won't have to unhook the battery again later to reset the ECU and make the most of your mods.

I say this because after new mods have been installed, it is sometimes a good idea to reset your ECU so that it adapts it's fuel map to the new characteristics of the engine.
