91 4Runner shifting problems

It does not shift out of first untill it reaches 4500 rpms then it shifts out of 2nd at 3500 then 3rd at a about 4 1/4 and 4th at 4000. What could be my problem?

Engine thermostat. Your shift points are temperature controlled.

I was looking under it today and noticed that the cable running down from the throttle was broken. I think that might be my problem, what do u think?

Ok, sry. The cabel wasnt broken. But if it is the thermostat would it not be running different at different temperatures? Mine is running the same when cold and warm.

If your thermostat stays open, you never get to operating temperature. May not be the thermostat, but it is likely.
