91 accord heater problem

i got a 91 accord and it so weird wat happens to it......
durin the winter there is no heat like not wats so ever.....but durin the summer pumps hot air constent..... try to turn it off does not work..
can anyone help me
my A/c is disconnected and i got a new radiator got everything changed.
