89 2.3 electrical problem

OK i've got an 89 2.3 now mods what so ever, but that will cange fast, I just got it. well heres the problem everything is fine until i turn the lights on and then the left have of the dash goes haywire and both turn signels apear on in the dash (tho they really arn't) if you turn them on the dash lights turn off when the lights are really on and vise versea (only the turn singals turn off) also it shows that the high beams are on when they arn't Im not sure where to start.

In other problems with the car the horn sitcks on and the cruse don't work becouse the stearing whell is bad. i have a replacement but i need to know how hard it is to replace it
