Fuel Pump problem is possible?

The check engine light is on and had the fuel pressure regulator looked at and no fuel flowing through so I was told there is no pressure. Could be a bad fuel pump. Is the possible and if so, is it located in the tank? If so, what kind of bill will I be looking at?
