Air Flow Meter - '83 280ZX

I just purchased a car with the black plastic cover off of this item.
Can anyone tell me what exactly this does (repair manual does not explain that) and only says that cover should not be taken off.
I have the cover - what do I use to seal it back on.
Repair manual says if defective - it needs to be replaced.
Appreciate your help.
