stuck in 4 wheel drive

i have a 86 jeep cherokee chief select-trac i have no vacuum lines to the front axel it goes right to the vacuum motor that goes to the transfer case

Need a better description of whats wrong.

it wont swich over in to 2 wd wheel drive the transfercase is filled with oil
