1992 rodeo blows fuses

I have a 1992 rodeo that has been blowing the fuel pump relay fuse. I try to start the truck and it either blows the fuse right away or it runs for a second or two the blows the fuse. Does this mean the fuel pump is bad? I replaced the fuel filter already. Thanks
