my 1991 4cyl Tracer...
heats up at idle...and I look under the hood cooling fan...is not moving...
could it be the large black fuse block under hood?

no it never seems to come on...
but, when I tested it with hot line to battery it reuns...? I have been driving it ... no over heat stalling...so I'm open for suggestions...?

tracers run so hot that if you're fan wasnt coming on i doubt you would still have a functional engine.
I know what fusebox you're talking about. its like right around the battery, right? if you want to check the fuse, go ahead. i doubt your car has any problems though if the fan itself can still work when you hotwire it.
has the light ever come on that says your engine is overheating? i had that happen to me once. turns out i was leaking coolant while i was driving.
i would take it to autozone.
