There could be many reasons why your cruise control is not working. A blown fuse is one and some others are:
short or open in the cruise control circuit
faulty brake or clutch switch
leaking vacuum circuit
faulty cruise control switch
faulty stepper motor
faulty transducer
faulty speed sensor
faulty cruise control module
Now obviously the inspecting for a blown fuse is the first place to start. You can do so by checking under your steering column or under the hood. (I have a 4th gen so I'm assuming your fuse boxes are in similar places.) The next step would be to check the relays under the hood. You'll probably see one marked with ASCD (Nissan refers to their cruise control as the Automatic Speed Control Device) or Inhibitor relay (A/T models), or something to that effect. They all relate to the cruise control.
