DEH-P960 Problem - Face Doesnt Open to Max Position.

My brother has the older model of this, and Im assuming its the same model name since they look almost the same. But anyway...his deck doesnt like to go all the way down when he pushes the Open button. It only slides down as if he had pushed eject or something, and then slide back up and the deck stays off until you push SRC to turn it back on. He can still switch CDs but all his adjustments arent accessable so the sound is stuck in a shitty position, especially now that he got new 3 way Pioneer door speakers which he thinks are the shit. I checked the ground, and its ok hence the fact theres not even a spot to screw it to on his Stratus. My only thought is maybe the thing in the black box on the Power wire after the fuse is bad? Ive seen it before in electronics but I dont know the name for it...Im assuming it boosts voltage in some way or is a type of capacitor. Any help would be good...thanks.
