Replacing Check Engine Light/Removing Dashboard

When I went to smog my 1996 Aspire, they discovered that my check engine light was out. I'm having a difficult time finding the discontinued replacement, but I need to know how to put it in when I find it. How do I remove the dash? Has anyone had luck finding discontinued Aspire parts? How do I replace this bulb? have to smog my car ASAP, and they won't do it without my check engine light working. I'd appreciate any advice.
