Hot fuse box

hello,
My daughter has a 1992 Ford Taurus L 3.0. The horn doesn't work anymore and now the air bag light flashes 1+3 (14?). I went to check the fuses under the dash board and noticed that they are HOT and I got a slight shock when you try to put the fuse back in. Any suggestions as to what is causing this? Possibly a short somewhere? If so, where do I start to look?
