Headlight retractor problem! Help!

Okay, this is my first post so bear with me.
I recently bought an 89' teg RS. I was trying out the flip-up headlights, and they worked fine. However, after i had tried them a few more times, (maybe after i had pushed the headlight retract/passing signal button on the dash?) they will no longer flip down. I can manually crank them down again from under the hood, and the motors will raise them again with no problem. But still can't lower them with the motors. Ive checked ALL fused and everything. Since BOTH lights are acting the same, i seriously doubt it would be the fuses. Any ideas?
