Put new caplipers and no change. Any other ideas?

well the pull could be a bad brake hose.. as for the vibration you need to either replace or resurface the rotors.

Is this under hard breaking? Make sure the rear brakes are properly adjusted, and are doing their share of the work.

On my 2000, it was hard spots on the disks, and it pulled and vibrated. You can see the hard spots.

I had a bad pull on my '91, where it would change lanes to the left on you if you weren't careful - it was a collapsed brake hose on the right front.

95 safari that pulls to left, how can you tell if

You may be able to tell by feeling the hose. But, you can certainly tell if one side is harder to bleed than the other. On my '91, when bleeding the brakes, the brake fluid just slowly dribbled out on the right side, but came out normally on the left.

Check your idler arms in your steering linkage.astro are known for them to go bad.

Also, these vans are known to wear out tie-rods and other front end parts that can cause vibrations and pulling.
With my van, the brakes cause a vibration from rust developing under where the pads sit. (from lack of use). A few kilometers of light brake application will get the rust off, and then it's fine.

two late thoughts.
an air bubble in the right brake line.
bad shocks. A crapped out shock will cause uneven traction, and as a result a pull to one side.
