Fuel pump rod get stuck!

I have this problem, I finished putting in my cam and lifters. Putting everything back on including the new fuel pump and the fuel pump rod. It slid back up easily, and the pump went on easy too. Soon as we could get her to start, there was no gas going to the carb. We traced it back to the fuel pump rod not going back and forth, like it should. Every time we could correct this, it would do the same, get stuck. what is the cause ?

it's an offset circle on the end of the camshaft that pushes the rod that makes your fuel pump work.

some cams dont have one when an electric fuel pump is going to be used

When we bought the cam from the engine rebuilt shop, we assumed it would have it to work with a mechanical pump.We never checked. If it does have the lobe to move the rod, but doesn't move the rod what would cause it then. i'm going to check by pushing the rod up by my hand , and let my buddy crank it over to see if the rod is on a lobe or not .
