Wipers dont work???

Wipers dont work??? We took off the waher fluid tank and disconnected the two things attached to it. Would that have anything to do with it.?What could be done so that the wipers work? Its a 91 Geo Tracker btw.

We checked the fuses and there all ok, so what could it be??
