LATCH system for 99 4Runner

Has anyone added the lower anchors portion of the LATCH system in the back seat of a '96-'02 4Runner before? I know that the top tether hooks can be added easily (they are available from the dealer) but I have not found a way to add the lower anchors.
Securing a car seat with seat belts is a royal pain!
