Part of me believes this is the only way for a fledgling Arab government to send a message to radical insurgents. The other part is biased toward American democracy, the American justice system, and the majority definition of "civilized" behavior. Arab law, Arab tradition and therefore Arab justice differs. Mercy is seen as a weakness in the Arab world. As disgusted as we may be (assuming this story is even true) western ways don't go down easy in the Middle East quite yet...
