97 Ultra Brake Noise

I had my rear brake pads replaced 4 thousand miles ago. Since they have been replaced I have a HOWLING sound (what a dump truck's brakes may sound like) during braking. It only occurs at speeds less than 25 miles per hour while making a (even the slightest) right turn (parking lots, driveways). Braking performance is normal. Rotors have light to normal wear. Does anyone have any ideas on how to lower/stop this noise? There was no noise prior to the new pads. Thanks.
