90 2.3 chugs

i finally got my car started, but it chugs and the tach jumps, i'm planning on doing the plugs,wires and dist cap and rotor, o2 sensor( it really smells like gas when i run it. could it be the cat that making her chug, also i have no real power it kind of eases up to speed and dies going up hill , any ideas
