Hand brake problem (Cont'd)

Hey Y'all:
I'm trying to repair the hand brake on my '58 Beetle, but still have a minor problem. The pawl/ratchet adjustment worked great. However, when I pulled the handle up it popped loose again. It worked fine until a certain point (the uppermost point), then it went "klunk" and dropped to the floor. Too much extension at the top of hand brake motion will pop the devise into "disrepair" every-time.
What do I do now? Does this sound like a rear brake adjustment? Or maybe I should tighten the emergency brake cables a little more.
Please advise.

Adjust the shoes at the brake drums first. If the drum shoes are loose the handle will have to travel further to set the brakes. Then readjust the hand brake cables. Clark
