working on scratches on a real car

i thought someone in ths forum would know how i'd go about fixing scratches on a real car.

one of my friends got the side of her rav4 scratched by some idiot, and he ran away so she can't really do much. i got rid of all the surface scratches with some polishing compound, but there are some other scratches that have reached the rub strip (the rub strip on the rav4's are huge and they're painted black on hers)

so...what steps should i follow?

i thought maybe sanding it down a bit so that the scratches won't show when i paint over it, and then spraying over it. and then polishing with sandpaper...whatnot.

if someone could give me procedures, that'd be sweet. thanks
