Passenger Seat Belt locking

How can you stop the seat belt on the passenger's side from locking on a 03 Malibu?

I got very annoyed (for 6 years) with the driver's belt locking on my '98 every single time I ran over a speed bump or stopped for a red light.

There's no fix that I'm aware of.
