FX-15 A/C clutch testing

1993 F-150 has 12+ V to the clutch terminal (running or not) when control switch is on. Have tried direct 12V to terminal. I'm on my second new clutch with no engagement.

How do you test a clutch off of the vehicle?

ohmeter,1500 ohms.

Make sure you check both the high and low pressure switches. if it's low on freon or too high on freon it will not engage. After that check all connections, Sorry for this little bit but I'm not an AC man.
