went and got an estimate for front rotors. $400 bux CDN, 2 Hours Labour. Does that sound right?

no way! Buy the rotors at a parts store and do it yourself.

yes i can get a set of titan brake pads with slotted rotors and steel braided brakelines for 175.

400$ does seem pretty outrageous.. especially for something as simple as Rotors. Labor usually goes around 50$/h CAN. New rotors might cost you 50$ to 70$ unless you're installing High Performance Rotors.

So, adding up:
Labor : 50 x 2h = 100$
Parts : 70 x 2 = 140$
Total : 240 + Tax (15% here)
Grand Total : 276$

Your best bet would be to ask your Mechanic why the job is priced at 400$, especially if only 2 hours of labor is concerned. I know that some car's rotors are allot more difficult to change than others but that would be reflected in the Labor Time, not the total cost. Defnitly inquire about it.
