1993 Maxima Fuse Problem

Hello All,

I have replaced the same fuse 2 times and I really need to find the problem.

It is the fuse for the Tail Lamp, inside the cars fuse box location. It is causing the Brake light to stay on without me pressing on the brake pedal, and if I continue to drive it, it blows the fuse and then I do not have tail lights only brake lights and headlights.

Can anyone help me fix this problem??
