Something wrong with photoshop

There is something wrong with my ps 7.0. !st it wont let me make new layers. then its saving the first layer as index instead of background. it is also not letting me into image>adjustments. does anyone know whats wrong?

You're most likely in the wrong color mode. Go to Image > Mode > RGB.
