passenger power door lock problems

I have a 00 silverado, the passenger door will lock with keyless entry and with the door controls but will not unlock with either. the only way to unlock the door is with the key or the manual switch. I replaced the power door actuator 3 days ago and it already has burnt up. Do I need to replace the latch too or what the heck is going on? The local dealerships are useless do the fact that they couldn't find the p/n for the actuator (I had to find it on the web for them). I can't find the p/n for the latch if thats what I need to replace.
