Turn signals not working....?

Hey guys. My buddies 1999 Passat's turn signals just stopped working. I was trying to find the fuse panel on that thing and was unable to locate it in the minute or so that I looked around while at the gym. Any suggestions as to where it is and what might be causing this issue.
Car is an automatic if that helps.

Fuse/relay panel is under the driver's dash. The most likely cause is the emergency flasher/relay in the dash. It is the switch, relay and turn signal controller all in one. It is very common to fail & easy to pop out & replace.

My turn signals and hazard lights on my 2000 Passat stopped working altogether yesterday--after some quirky behavior. I read the post, popped the face plate, and bought the part...but how in the world do you get the old unit out? It looks snug as a bug with those spring/clips. Parts guy warned me I could do major damage to the electrical harness. Help.

If I may ask for some help, our turn signals in our 1999 Passat have also stopped working. Hazards still work though, so do we need to replace relay switch or fuse?it seems that the turn signal handle just isn't registering, but the cruise control on the same handle works, what's up and what can i do? what do I need?

You can check fuses #2 & #39, but other than that it probably is the hazard switch/relay.
