Wiper problem on 2003

I have a 2003 SXT and have a problem with the intermittent wipers. They hesitate and will pause halfway across the windshield. Running with them on the low or highspeed and they work fine, no pauses. But with any intermittent setting, they are a pain. Additionally, stopping them and getting them to stop where they aren't across the windshield is also a PITA. Straight up isn't so bad, it is when they are in the // position that really gets in the way.

Any suggestions?
