Here are the problems that I have noticed with the car. First of all I have replaced the following: wires and plugs, dist cap and rotor are pretty new as well. The distributor bearing seems to be in good shape also. Did a compression test on all the cylinders and they are all around 170psi. Here is what is happening; when doing slow acceleration or holding a constant speed it seems to be hesitating. Usually it starts doing it around 2000 rpm. It’s a sputtering feeling; people said they could hear the sputtering through the exhaust. It doesn’t sputter when at idle or when under hard acceleration, only when doing a slow accel or holding at a steady speed. It feels to me like something is missing or not timed right. It failed emissions because HC ppm and CO% were to high at 25 mph at 15mph it passed. Any help would be greatly appreciated.

It's only been 3 hours - some of us work for a living, but OK - I'll bite.

(a) fuel - injectors, maybe
(b) ignition - distributor
(c) ECU (unlikely unless you have a trouble code - if so - fix that problem.)

There's really a lot of possible causes.

Those are some good ideas. Appreciate the effort. Anybody else ever had these symptoms?

did you gap the plugs before you put them in, also change youre fuel filter, it sounds like a fuel problem to me though, but it could be lots of things, good luck.

Fuel filter was changed about 10 k ago. And also had a fuel system cleaning done at that time. But good suggestions though.

I had a similar problem with an older honda and had to replace the carb. Maybe it is your injectors

check the valve clearence we had some problems with cars failing just because the dealer hammered the valves, the other thing is check the EGR system as a partal clogged EGR system will cause sputtering @ 2,000 you can test this by unplugging the vacuum hose to the EGR valve (check engine light will come on and report code 12) if the problem is gone then you have to clean the EGR ports 1 or more of them are clogged .
