Fuel Pump Problems

On my 5.0 I replaced my fuel pump relay and then my fuel pump because the pump was not coming on when I turned the key. The pump will come on now, but not every time. I got it to come on about a dozen times but the car still won't start. There is no valve on my fuel rail to check the pressure. I don't know what else to do. Any advice?
