Hay Guys
On my 85 Fiero, it ran crapy and I tuned it, new fuel filter, spark plugs, wires, when I take the Cap and Rotor off the reluctor wheel all rusted so I clean it up and put new Rotor and Cap on, now this car won't start, I check and fuel and spark are OK.
Any help would be greatly appreciated.

If you pulled the distributor to clean it up, make sure you've re-timed it properly. The rotor should be pointing at the #1 spark plug terminal with cylinder #1 at top dead center and the mark on the crank pulley pointing at 0 degrees on the timing scale mounted over the pulley. You don't have to be perfect, as long as you're in the general area of zero you can get the car started and running well enough to set the timing to the specified 8 degrees BTDC with a timing light.

If you didn't pull the distributor, you might not have enough fuel. When the fuel lines are removed and reinstalled they get air pockets in them that'll lean out the fuel mixture until they all work themselves out. Hint: if you add a touch of starting fluid in the throttle body and the car fires, the problem lies in the fuel system. Make sure the fuel filter isn't on backwards.

I did not pull the distributor off, I just spray clean the reluctor wheel with WD40 and Brake cleaner, I can see fuel spray out of the Injector.
What is the best way to tell if I have efficient fuel at the Injector??
So you know, the car was sit in the Garage for 3 years, I bought it and drove to the State Inspection shop (3 miles) and it turn into this.
See if you can think of any thing.

Thanks

Did you switch around any of the plug wires by mistake? They should be connected to the cap clockwise in the order 1, 3, 4, 2 - Remember On a Fiero 4cyl the cyinders are numbered backwards - 1 is on the right, ending with 4 on the left, because you're looking at the engine from the rear instead of the front.

I'll check on the Wires
