well on my nascar models, when you buy an aftermarket decal sheet, like from slixx, they come with all the gauge's and seatbelt decals,
also all the tamyia race car kits come with them, i would imagine there road cars do to, i built a ferrari modena and it had all that, as well as photoetched emblems for the engine and body, which was very nice!.
you can make gauges and stuff on your computer pretty easily as well if you have to

not that i know of,
you need to learn how to use Adobe Photoshop, or any program you wish to use.
im a big nascar modeler, and our main aftermarket decal maker slixx, is not making decals anymore.,
so alot of people now make there own using an alps printer, and sell them.
(they use an alps printer because it can print the color white)
here is an example of homemade decals, printed on an alps printer.

but for more simple decals like gauges or logos, you can just surf the net and find the images, reduce them down to the right size, and print them on an ink jet printer using decal paper.
