'99 BUICK REGAL GS Electrical Problem

I recently purchased a '99 Buick Regal for my son (1st car). A couple of days ago an intermittant electrical problem arose.
The problem is, that when you turn the Ignition to Accessories everything works fine. But, when the car is started I'm losing the Radio and Power Windows.
I am speculating a Relay problem or loose connection in the steering column. All fuses check out (none blown).
Can anyone point me in the right direction for figuring out which relay so I don't have to go tearing out wiring harness to trace this circuit out.
Any help would be appreciated.

All of these symptoms were caused by the Body Control Module. A $180 part with about $150 worth of labor. It is part of the computer system. You cannot replace this part yourself because it needs to be programmed by Buick.
