A question about a year of a car.

Just by looking at this picture, can anyone tell me what year this is. I am told it is a 1999 model, but I am not sure.

it would be a 1999 at the newest - halfway through 1999, the mk4 golfs/jettas came out.

I wish I could see the wheels a little better, they could possibly be Wolfsburg edition wheels, so it might be a 1999.

At the oldest, its a 1993, newest, early 1999.
