i have a 2001 SE (automatic) and had some probably really stupid questions:
1. i wanna make some upgrades like ecu and cool air intake, but have no idea how to do them. anyone know how i can learn?
2. is it bad for my engine if i red line it (its an automatic), i only do it when i have exams and i'm stressed out?
thanks

1. Go to a local shop and ask about the ECU, but you should get some instructions or have a friend help you with a cold-air. Make sure that you WANT a cold-air though. You don't want to be driving through a puddle and have your engine take a big gulp of water....ouch.
2. Yes it's ok, that's what the redline's there for. You just won't be getting the best gas mileage.

what would be a good mod to increase hp that doesn't cost too much?

Well, for that price range I'd probably go with headers. A good 12whp gain. Try to find some HotShot headers. They'll probably run you about $450. If you want go cheaper, just get a nice Short-ram intake from HKS, AEM, or Hotshot.
