Traffic laws varies from state to state, even counties and cities.
But racing on public roads are illegal no matter where you are. If you get caught racing like they do in the fast and the furious, your quarter mile will most likely end up at the county jail.
But racing and speeding are two different violations. You can be driving within the speed limit but still get cited for racing. Or you can drive 20-30mph over the speed limit and still only get a speeding ticket.

It's pretty much the same here. 65mph/105kph is the usual speed limit on highways. If you get caught doing either double the posted limit or over 100mph/160kph, I believe it's considered reckless driving, and depending on your record/judge, you can have your license suspended (30-90 days usually), in addition to paying a fine and increased insurance rates.
Below that speed, you just get a ticket and pay a fine.
